Tonight, Kommersant published a message that applications that must be installed on smartphones and other devices can transfer user data to foreign companies. In its note, “Kommersant” refers to the report of the experts of ANO “Information culture”.

Now the Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Ministry of Digital Development of Russia) has made an official statement on this matter.

The press service of the department clearly states that the Ministry of Digital Development of Russia excludes the possibility of transferring personal data of Russians, including foreign companies, by pre-installed applications.

The Russian Ministry of Digital Science clarifies that equipment (smartphones, tablets, smart TVs) manufactured after April 1, 2021 is preinstalled with standard versions of applications that tens of millions of Russians are already using.

This software is downloaded from app stores and complies with their security and privacy requirements. When installing these applications, the user is always invited to read the software agreement, which contains all the nuances, including those related to data transfer, advertising distribution, and the like.

In addition, these applications transmit exclusively technical anonymized user data to external services, which are necessary for the targeted display of advertising.

On April 1, 2021, a law came into force in Russia obliging to install domestic applications on equipment manufactured from April 1, 2021 and sold in the territory of the Russian Federation. As the Ministry of Digital Products emphasizes, this is part of a strategy aimed at import substitution and the development of Russian digital products. At the same time, users can refuse the pre-installed software and give preference to those services that are convenient for them.

The list of mandatory for smartphones and tablets includes 16 applications: Yandex.Browser, Yandex search engine, Yandex.Disk, Yandex.Maps, Mail.ru Mail, ICQ, Marusya voice assistant, Mail.ru News, OK Live , VKontakte, Odnoklassniki, MirPay (Android only), Gosuslugi, MyOffis Documents, Kaspersky Internet Security (Android only) and Applist.ru.

From July 1, 2021, fines for the sale of equipment without mandatory Russian applications will also begin to operate in Russia – for officials the fine will be from 30 thousand to 50 thousand rubles, for legal entities – from 50 thousand to 200 thousand rubles.
